On December 11, some tourists from Nanjing Kanghui's travel team to Thailand had a verbal conflict with the flight attendant during the flight, and splashed the soaked instant noodles on the flight attendant, insulting, intimidating and threatening the flight attendant. This matter was reported by the media and aroused continuous attention from the society. In previous reports, there were details of how Xiong, the leader of the group club, persuaded other tourists after the incident. However, as the investigation of the incident deepened, it was discovered that this scene was a complete scam: the leader Xiong did not go with the group at all. He was not there when the incident happened.

According to Tang Yong, Director of the Tourism Quality Management Office of Nanjing Tourism Commission, Nanjing Kanghui provided the original information such as the travel team’s itinerary and the list of outbound travel teams during the preliminary investigation of the incident by the provincial and municipal tourism authorities. At the same time, through the "outbound travel team reporting" system for investigation and verification, all the data showed that the team leader is Xiong.

During the investigation of the incident, Xiong repeatedly emphasized that I was the team leader appointed by Nanjing Kanghui, who was on the scene when the incident occurred, and described the relevant details of the scene of the incident. Therefore, in accordance with the relevant provisions of the "Measures for the Management of Outbound Tourism Leaders", it is determined that Xiong has not fulfilled relevant duties as the leader of the group, and a preliminary treatment opinion of temporarily withholding the leader card for one year is made.

However, by checking all the videos and pictures of the incident uploaded by the tourists on the same plane, no images and sounds of Xiong were found. In order to further ascertain the facts and ensure the objective and fair handling of the incident, the Jiangsu provincial and municipal tourism authorities once again interviewed the general manager of Nanjing Kanghui and the team leader Xiong on the evening of the 16th, and made separate inquiry transcripts. After nearly 5 hours of inquiry and investigation and verification, Xiong finally admitted that he did not go to Thailand with the group in the early morning of the 17th.

According to Xiong, he was appointed by Nanjing Kanghui as the team leader of the group, and planned to lead the group to Thailand from December 6th to December 11th. The group has 35 tourists and is a group of individual tourists. Because he felt unwell before leaving and was unable to lead the group, he arbitrarily decided to contact Ma, a tourist from Xuzhou, as the leader of the group without requesting instructions from the travel agency, and to perform the duties of the leader on his behalf. After preliminary investigations by the tourism department, Ma is a staff member of China Merchants International Travel Service in Xuzhou. He does not have a tour guide license or an outbound tour leader license.

After the incident was exposed, Xiong felt that the situation was serious. In response to the investigation, Xiong contacted Ma several times to find out the details and specific details of the incident at the time, including the specific seat positions of Ma and the tourists involved on the flight, to prove He is indeed present at the scene, and has repeatedly fabricated lies and concealed the truth to the provincial and municipal tourism authorities in order to reduce his own responsibility and set obstacles to the investigation.

Initiation of case investigation: in-depth investigation to completely restore the truth, rectify outbound tourism across the province

With the gradual unfolding of the relevant truths, the Jiangsu Provincial Tourism Administration and the Nanjing Municipal Tourism Administration issued a notice on the 17th, stating that Xiong, the leader of China Kanghui Nanjing International Travel Service Co., Ltd., had falsified and concealed the truth and initiated administrative actions against Xiong and Nanjing Kanghui in accordance with the law. Penalty investigation. At the same time, the special rectification of outbound tourism in Jiangsu Province was launched, and there was "zero tolerance" for illegal activities in the industry.

The relevant person in charge of the Jiangsu Provincial Tourism Bureau believes that this is a serious fraudulent violation of laws and regulations. It is of a bad nature. It not only misleads public opinion, but also has a negative impact on the tourism industry. At the same time, Nanjing Kanghui International Travel, the company responsible for the incident, also fully exposed internal management confusion, corporate rules and regulations, and failed to comply with relevant national regulations on outbound tourism team management. The person in charge of the travel agency seriously neglected and failed to supervise. In many investigations conducted by the competent authorities, the team leader’s credulous words, without verification, also provided false certification materials.

On the morning of the 17th, Qin Jingan, director of the Jiangsu Provincial Tourism Administration, reported the new findings during the investigation to the National Tourism Administration and the provincial government leaders, and decided to announce to the public that Xiong Mou and Nanjing Kanghui International Tourism had falsified and concealed facts on the same day. In accordance with relevant administrative penalty regulations, a more in-depth investigation was immediately initiated to completely restore the truth of the incident. At the same time, the results of the handling of Nanjing Kanghui International Travel Service, the leader Xiong and the tour guide Ma will be announced to the public in accordance with the law. Any violations of laws and regulations in the tourism operation will be upheld and disciplined, and will not tolerate.

The Nanjing Municipal Tourism Commission informed the media of the new investigation on the afternoon of the 17th, and apologized to Xiong and Nanjing Kanghui International Travel Service for falsification and concealment of facts during the investigation of the incident, which caused discrepancies between the previous investigation conclusions and the facts; and said that they will actively explore and establish a sound An effective regulatory mechanism for the outbound tourism market will prevent such incidents from happening.
